1. Who needs to finalize personal income tax?
Personal income tax finalization is an action taken to determine the amount of tax an individual must pay during the year, and is also a way to compile statistics and check the validity of the data through declaration. tax calculation.
According to Decree 126/2020/ND-CP and Official Dispatch 883/TCT-DNNCN, there are 2 main subjects who need to finalize personal income tax as follows:
- Individuals with income from salaries or wages authorize personal income tax finalization to the income paying organization
- Individuals with income from salaries and wages directly declare personal income tax finalization to the tax authority
- Organize the payment of income from salaries and wages
- Personal income tax finalization can be done by the employee authorizing the payroll organization, declaring directly to the General Department of Taxation, or hiring personal income tax finalization services on the market.

2. 10 steps to self-finalize personal income tax online in 2024
Step 1: Access the Electronic Tax system of the General Department of Taxation
Step 2: New registration or Login to the system
Register new (if you don’t have an account) or Log in to the system by filling in your Tax Code and Inspection Code
Step 3: In the “Tax finalization” section -> Select “Online tax declaration”
Step 4: Enter declaration data
Declare the necessary information on the online declaration form. The tax return will include the following information:
- Sender’s name*: The system fills in automatically according to registration information.
- Contact address*: The system fills in automatically according to registration information.
- Contact phone*: Automatically according to tax registration information.
- Email address*: Automatically according to tax registration information.
- Choose declaration: You choose the declaration suitable for your case.
- Tax Department: The system fills in automatically according to registration information.
- Tax Department: The system fills in automatically according to registration information.
- Type of declaration: Depending on the case, you can choose an official declaration or an additional declaration.
- Year of declaration: The system fills in automatically according to registration information (can be edited).
Note: Information marked with a red asterisk (*) is mandatory information that must be filled in accurately to self-finalize personal income tax.
Step 5: Select “Continue” and enter additional Tax Declaration data
After that, the taxpayer proceeds to enter appendix: 02-1/BK-QTT-TNCN and Declaration 02/QTT-TNCN according to Circular 80/2021
The declaration data in this step has [49] items that need to be filled in. Includes items where the system will automatically enter information and items where taxpayers need to manually enter information:

Step 6: Submit the declaration
Once all information has been filled in completely and accurately, the Taxpayer clicks on the check box “I guarantee that the declared data and attached documents are correct and is responsible before the law for the data provided.” Then, press the button “Complete declaration”
Step 7: Render HTML
After completing the declaration, the taxpayer needs to press the “Export HTML” button to save the completed information and submit the declaration.
Step 8: Submit documents and attached appendices
The interface will ask the taxpayer to attach the following appendices:
- Select attached appendix: Tax deduction documents, Tax payment documents, Documents proving the amount paid by the foreign organization, Documents about charity money (if any), Other documents.
- Select the attached data file
- Click “Continue”

Step 9: Verify tax declaration submission
Taxpayers need:
- Enter test code => Click “Continue”
- Enter the OTP code sent by the General Department of Taxation via phone SMS => Click “Continue”
